net: dsa: simplify netdevice events handling
Simplify the code handling the slave netdevice notifier call by providing a dsa_slave_changeupper helper for NETDEV_CHANGEUPPER, and so on (only this event is supported at the moment.) Return NOTIFY_DONE when we did not care about an event, and NOTIFY_OK when we were concerned but no error occurred, as the API suggests. Or third, starting in 4.10, the /sys/devices/system/cpu/cpufreq/policy*/energy_performance_preference attribute in can be updated from "balance_power" to "performance". Or fourth, apply this patch, which fixes the erroneous setting of MSR_IA32_POWER_CTL BIT_EE on this model, allowing the default configuration to function as designed.
