ath9k: rename tx_complete_work to hw_check_work
Also include common MAC alive check. This should make the hang checks more reliable for modes where beacons are not sent and is used as a starting point for further hang check improvements Signed-off-by: Felix Fietkau <nbd@nbd.name> Signed-off-by: Kalle Valo <kvalo@qca.qualcomm.com>

ack. That's correct because user space is not yet informed about the CPU being onlined, so nothing caan rely on RAPL being available on that particular CPU. Move the allocation to the CPU online callback and simplify the hotplug handling. At this point the package mapping is established and correct. This also adds a missing check for available package data in the event_init() function.
