Documentation: devicetree: Add PHY no lane swap binding
Add the documentation to avoid PHY lane swapping. This is a boolean entry to notify the phy device drivers that the TX/RX lanes NO need to be swapped. The use case for this binding mostly happens after wrong HW configuration of PHY IC during bootstrap. However, conditions at the time of the race are count of PERCPU_COUNT_BIAS + 0 and __PERCPU_REF_DEAD and __PERCPU_REF_ATOMIC set. The fix is to make the tryget routines use an actual boolean internally instead of the atomic long result truncated to a int.
