perf/x86/amd/ibs: Fix typo after cleanup state names in cpu/hotplug
Fix a small typo after cleanup state names in cpu/hotplug.
The new convention is 'subsys/xxx/yyy:state' where "state" here is called
"starting" not "STARTING".
