trafgen: parser: Add 'pause()' function for IEEE 802.3X PAUSE header
Add 'pause()' proto header function for IEEE 802.3X PAUSE header
generation with the fields:
code - MAC Control opcode (default 0x0001)
time - PAUSE time (default 0)
