Prevent IRQ affinity restore of lo device, since we do not collect it
and since it doesn't have a IRQ number. This fixes a warning on trafgen
and netsniff-ng when exiting.

Break out all string handling functions and lockme stuff in order
to further eliminate the big code blob in xutils, so that it can
be easier maintained.
