sfc-falcon: get rid of custom busy polling code
In linux-4.5, busy polling was implemented in core NAPI stack, meaning that all custom implementation can be removed from drivers. Not only we remove lot's of tricky code, we also remove one lock operation in fast path. e affinity was only called on the initial instantiation of the tracer. After that, it was not initialized, and the previous affinity did not match the current newly created one, making it appear that the user modified the thread's affinity when it did not, and the thread failed to migrate again.
