Enable the setting using: int one = 1; setsockopt(fd, SOL_PACKET, PACKET_XMIT_RECEIVE, &one, sizeof(one)); By default, PACKET_XMIT_RECEIVE is disabled and needs to be explicitly enabled on PF_PACKET sockets.
